Step 1: Draw the outline of a head.
Step 2: Sketch out a hair line like as shown.
Step 3: On both sides of the head, draw how wavy hair pieces in the front part of the head like as shown in the figure.
Step 4: Add wavy fill out the left side of the head like in the example.
Step 5: Complete this look by filling out the right side of the head similar to what you did in step 5.
